Violence in southern India as top court orders water sharing

India's top court on Monday ordered the southern state of Karnataka to release water from a disputed river to neighboring Tamil Nadu after violence erupted in both states over water sharing.
The Supreme Court ordered Karnataka to release 12,000 cusecs (cubic feet per second) per day to Tamil Nadu until Sept. 20. Farmers in both states, who depend on river water to irrigate their crops, have complained of severe water shortages.
The Cauvery River, which originates in Karnataka and flows into Tamil Nadu, has been the source of a bitter water dispute for decades. Karnataka officials told the court that the state did not have enough water reserves to share.
Earlier Monday, protesters in Tamil Nadu vandalized a hotel in the city of Chennai owned by people from Karnataka, triggering violent protests in both states.
Last week, the Supreme Court had ordered Karnataka to release 15,000 cusecs of water for 10 days to Tamil Nadu, a move that led to protests by Karnataka farmers, who say they have no water for their fields.
The Karnataka government then appealed the ruling to the top court, which reduced the daily supply to Tamil Nadu.

Court upholds net neutrality rules on equal internet access

A federal appeals court on Tuesday upheld the government's "net neutrality" rules that require internet providers to treat all web traffic equally.
The 2-1 ruling from the U.S. Court of Appeals for the District of Columbia Circuit is a win for the Obama administration, consumer groups and content companies such as Netflix that want to prevent online content from being blocked or channeled into fast and slow lanes.
The rules treat broadband service like a public utility and prevent internet service providers from offering preferential treatment to sites that pay for faster service.
The Federal Communications Commission argued that the rules are crucial for allowing customers to go anywhere on the internet without a provider favoring its own service over that of other competitors. The FCC's move to reclassify broadband came after President Barack Obama publicly urged the commission to protect consumers by regulating internet service as it does other public utilities.
Cable and telecom opponents argue the new rules will prevent them from recovering costs for connecting to broadband hogs like Netflix that generate a huge amount of internet traffic. Providers like Comcast, Verizon and AT&T say the rules threaten innovation and undermine investment in broadband infrastructure.
But Judges David Tatel and Sri Srinivasan denied all challenges to the new rules, including claims that the FCC could not reclassify mobile broadband as a common carrier. That extends the reach of the new rules as more people view content on mobile devices.

High court rejects Google's appeal in class action lawsuit

The Supreme Court won't hear an appeal from Google over a class action lawsuit filed by advertisers who claim the internet company displayed their ads on "low quality" web sites.
The justices on Monday let stand a lower court ruling that said the lawsuit representing hundreds of thousands of advertisers using Google's AdWords program could go forward.
Google argued that a federal appeals court in San Francisco should not have approved the class action because damages must be calculated individually for each company advertiser. The appeals court rejected that argument and approved use of a formula that would calculate harm based on the average advertiser's experience.
Google runs what is by far the world's largest digital ad network. It generated $67 billion in revenue last year.

Supreme Court's future hangs in the balance in 2016

Hillary Clinton said Monday that the future of the Supreme Court would hang in the balance of the 2016 election, warning that Republican front-runner Donald Trump would bring division to the court if he was allowed to shape its future.
Clinton said Trump would roll back the rights of individuals and further empower corporations, pointing to his past statements about building a wall along the Mexican border and barring all non-citizen Muslims from entering the United States.
"In a single term, the Supreme Court could demolish pillars of the progressive movement," Clinton said at the University of Wisconsin. She pointed to the possibility of a Trump presidency, asking, "What kind of justice will a President Trump appoint?"
Clinton opened a two-day campaign trip in Wisconsin ahead of the state's April 5 primary with a topic certain to unite Democrats whether they support her or Vermont Sen. Bernie Sanders: President Barack Obama's nomination of Judge Merrick Garland.
Republicans have said the late Justice Antonin Scalia should not be replaced until the next president picks a nominee. But Clinton argued it was reminiscent of GOP-led gridlock that stymied Obama's two terms.
"We chose a president. We chose him twice," Clinton said. "And now Republicans in the Senate are acting like our votes didn't count and President Obama is not still our nation's leader."
